Rachelle Whitacre s Senior Vice President, Regulatory. In her role Mrs. Whitacre is responsible for leading and overseeing interactions with regulatory bodies, ensuring adherence to local, state, and federal regulations, and advocating for the company’s interests in regulatory matters.

Mrs. Whitacre brings more than two decades of leadership experience driving regulatory strategy, policy development, and stakeholder engagement across the energy, healthcare, and telecommunications sectors. Prior to joining Washington Gas, Mrs. Whitacre was Director of Regulatory Affairs at Nicor Gas, where she led regulatory strategy and rate case planning for 2.3 million customers, and her advocacy elevated the role of natural gas in the region’s energy future and expanded service to underserved communities.

Previously, she had leadership roles at Virginia natural Gas, Amerigroup Corporation, and Cox Communications, where she led high-stakes regulatory negotiations, legislative campaigns, and strategic stakeholder engagement efforts. Her work has consistently delivered measurable financial outcomes, enhanced compliance, and strengthened organizational reputation.

A trusted mentor and thought leader, Mrs. Whitacre actively contributes to industry advancement through board service with the Financial Research Institute, the Institute for Regulatory Policy Studies, and the Center for Public Utilities. She serves as an instructor at national utility education programs, fostering the next generation of regulatory professionals.

Mrs. Whitacre holds a master’s degree in international studies from the University of Denver, has completed executive education in finance from the University of Chicago Booth School of Business, and is a certified Project Management Professional.
