Bunker Hill Infrastructure Project

Washington Gas is preparing coordinated infrastructure upgrades in the Bunker Hill area of Ward 5.

The goal of Washington Gas’ work is to upgrade and modernize our gas service line infrastructure by replacing existing 100-year-old cast iron gas pipes with modern, safer plastic pipe.

Overall, the project supports long term regulatory compliance while delivering safer, more reliable energy service for our customers. By proactively replacing this aging system with modernized pipes, we can reduce the risk of construction induced leaks, avoid emergency repairs, improve safety, and provide you with reliable service for the next 50–100 years.

This work will be coordinated with additional construction projects from Pepco, DC Water, and WMATA. Joint construction reduces total excavation, paving, and restoration costs while improving efficiency, helping to shorten overall construction timelines and minimizing disruptions to the community.

Why is this work happening?

Washington Gas is upgrading the natural gas system in your neighborhood. These planned improvements will help ensure that we can continue to provide safe, reliable, and efficient service for our customers.

This work is being coordinated with upcoming DC PLUG and DC Water projects. By completing our upgrades ahead of their construction, we can help reduce future disruptions, protect existing infrastructure, and limit the need for repeated street work.

Replacing our infrastructure now supports a shared goal across agencies: a “dig once, restore once” approach. This coordinated effort enhances safety, improves long‑term reliability, and increases efficiency for the community.

 

Where will work take place?

Construction is planned within the areas shown on the provided map. We will generally be working within the zones highlighted. Exact block‑by‑block limits and construction schedules will be confirmed and shared with all residents affected by the project in advance.

 

How is this project coordinated with DC PLUG and other utilities?

Washington Gas is coordinating closely with DC PLUG, DC Water, DDOT, and other utilities to align construction schedules and restoration activities. This coordination helps

  • Minimize repeated digging;
  • Reduce overall construction duration; and
  • Ensure final paving and restoration are completed efficiently

 

What work is included in this project?

  • Replacement of approximately 3 miles of gas main;
  • Upgrade of about 450 gas service services to individual customers; and
  • Phased construction coordinated with city agencies

 

Will gas service lines to individual homes be replaced?

Yes. As part of the project, Washington Gas will replace gas service lines from the main in the street to the meter serving each property, where needed based on our assessment of the lines.  For any customers whose meters are located on the inside of their houses, Washington Gas will work with those customers to relocate their meters to a suitable location on the outside of the house. As the construction nears each affected house, a representative from the contractor assigned by Washington Gas will reach out to coordinate and schedule the replacement of service.

This work will require temporary access to certain areas of private property (for example, yards, walkways, and sidewalks) to complete the necessary service connections. We understand the importance of your property and will work closely with each resident to minimize disruptions and ensure that any impacts are limited and restored appropriately.

Any work done on individual customer gas service lines will be limited to the gas line up to and including the meter (all of which is owned by Washington Gas).

 

Will crews need access to my property, and how will I know?

Yes, access is required, at a minimum, to relight appliances, regardless of whether any work will be done on your individual gas line or meter:

  • Residents and property owners will be notified in advance.
  • The project team will coordinate directly with affected properties to explain scope, timing, and restoration plans.
  • No access will occur without prior communication.

 

Will residents lose gas service during construction?

Gas service disruptions, if needed, are expected to be temporary and short-term. Affected customers will receive advance notice with:

  • Expected outage timing
  • Instructions for safety and re-lighting, if required (All work will be done by Washington Gas authorized contractors)

Washington Gas will work to minimize service interruptions wherever possible.

 

What construction impacts should residents expect?

Residents may experience:

  • Temporary parking restrictions;
  • Periodic lane closures or detours;
  • Construction noise during permitted work hours; and
  • Temporary changes to pedestrian or driveway access.

Crews will coordinate with you to provide notice of these possible impacts and to maintain access to homes, churches, and businesses.

 

How long will the project last?

The overall construction timeline will depend on the work hours permitted for the project:

  • Limited work hours: Construction may take up to approximately 36 months.
  • Extended work hours (if approved by the District of Columbia Department of Transportation): The duration could be reduced to about 18 months.

Throughout the project, the team will work closely with ANCs and the community to balance construction efficiency with the neighborhood’s quality of life.

 

Is there a cost for property owners?

There is no direct charge to affected property owners for this project. Capital costs for projects of this type (to replace and upgrade existing facilities to support the existing gas distribution service load) are recovered through the Company’s base rates, which are approved by the District of Columbia Public Service Commission. This project has no impact on the cost of gas for Washington Gas customers; if you purchase your gas supply from Washington Gas, the Company charges you the same price that the Company pays for the gas. If you purchase your gas supply from another supplier, you will continue to pay the amount referenced in your service contract.

 

What happens if my property is damaged?

Washington Gas is responsible for restoration related to its work.

If damage occurs:

  • Property owners can file a claim with Washington Gas’ insurance provider;
  • The project team will share clear instructions on how to submit a claim; and
  • Washington Gas will track the restoration work to completion.

 

Restoration:

Washington Gas will restore the customers’ property to an as-found condition, following the completion of the service replacement work.

 

What if restoration work is incomplete or unsatisfactory?

If restoration does not meet expectations:

  • Contact the Washington Gas Project Manager or Community Engagement Lead;
  • Issues will be documented and corrected; and
  • Washington Gas will remain accountable until restoration is completed properly

 

How will residents and property owners receive information?

Washington Gas and partner agencies will communicate through:

  • Mailers and Door Hangers;
  • Street signage;
  • Social media and email updates; and
  • Attendance at ANC and community meetings

Property owners will receive notifications separately from tenants when access or coordination is required.

 

Who is my point of contact during construction?

A dedicated Project Manager and Community Engagement Lead will be assigned to the project and available throughout construction to respond to questions, concerns, and restoration issues.
